Below you will find different documents which may be of relevance for European umbrella organisations having an interest in health technology assessment (HTA). Some documents regard the EUnetHTA Collaboration specifically, while others reflect general considerations of HTA processes.
On the pages, named by the different stakeholder groups, you will find lists of the identified organisations within each stakeholder group.
EUnetHTA recognises that the identified stakeholder groups do have an interest in European HTA. Therefore EUnetHTA finds it crucial to ensure transparency of the involvement of stakeholder organisations in the work of EUnetHTA, as this will be of most concern for the accountability of both parts.

Proposal for EUnetHTA 2009+: By the end of 2008 funding for the EUnetHTA project ceases. To ensure the continuation of the work, the EUnetHTA Project Secretariat, Executive Committee and the Associated Partners developed this proposal of November 2007, where a strategic framework, functions and organisational structure of a permanent, collaborative network for European HTA are outlined. The proposal was issued for public consultation on 1 November 2007, and stakeholders were invited to comment on any part of the proposal. The deadline for comments was on 20 December 2007. Following this the proposal is currently under revision by EUnetHTA.

Guiding Principles for stakeholder involvement in the EUnetHTA Work Packages: The EUnetHTA activities are organised in eight work packages (WP). For each WP a stakeholder involvement policy is defined. The involvement of stakeholders in EUnetHTA activities have continued throughout the project period (2006-2008), and started with the Gastein Health Forum Conference of 2006, where a number of HTA stakeholders were invited. Since then, a number of meetings and conferences have been held where stakeholders and EUnetHTA members could engage in dialogue. Further stakeholders have been given the opportunity to give direct feedback on the ongoing work in WP4 (Common Core HTA), WP5 (Adaption of HTAs between national contexts), WP7 (Monitoring emerging technologies and prioritization of HTA) and WP8 (Support to member states with limited HTA institutionalisation) along with the proposal for the future organisation of the EUnetHTA Collaboration.
Reports on HTA
Ensuring value for money in health care – the role of HTA in the EU: WHO launched this research report in 2008 on behalf of The European Observatory on Health Systems and Policies. The overall aim of the report is to address the concepts and controversy surrounding HTA in Europe. More specifically it describes processes and challenges for identifying and prioritizing assessments; assess and compares current assessment methods and procedures; and highlights barriers to effective implementation. Further the report ascertains the roles and terms of engagement of key stakeholders, and captures the opportunities and challenges for the use of HTA guidance in general priority-setting, decisionmaking and healthcare provision.
Health technology assessment – Policy Brief: In 2005 WHO launched this policy brief on behalf of The European Observatory on Health Systems and Policies. It gives a brief introduction to the objectives of HTA, the consideration and role of evidence in relation to HTA, and highlights the structures of some of the european HTA networks and agencies.
Health technologies and decision making: OECD published this research report in 2005, in which the barriers of, and facilitators of, evidence-based decision making in OECD healthcare systems are analysed. The report examines how countries can successfully manage the opportunities and challenges arising from health-related technology by optimising decision-making processes, recognising the value of innovation, dealing with uncertainty, and producing and co-ordinating health technology assessment. Further the capacity of health systems to respond to challenges of fast-developing health-related biotechnologies is addressed. A summary of the report can be viewed at OECD's website.
Coverage with Evidence Development – An examination of conceptual and policy issues: Following the discussions on coverage with evidence development at the Health Technology Assessment International (HTAi) Policy Forum in February 2007, this study was published in the official journal of HTAi, the International Journal of Health Technology Assessment in Health Care. The report reflects the discussions and correspondence with participates of the meeting. The study can be downloaded from HTAi's website.
