WP6 - HTA and Health Policy

WP6 Description (excerpt from the Grant Agreement with the European Commission):

Objectives

1. To get a systematic overview of the relations between HTA and healthcare policy making in selected Member States and the EU representing different health systems, remuneration systems, etc, and to classify and analyse common characteristics of the relations.

2. To improve the responsiveness of HTA to the demands of the HTA consumers with the purpose of promoting HTA as policy input

3. To show concrete use of HTAs in policy making in Member States and the EU

4. To position HTA in relation to other relevant sources of input to health policy making and to regulatory processes.

5. To support improved responsiveness by building a sustainable open forum for EUnetHTA to exchange views, expectations and feedback on HTA with HTA stakeholders.

 

Description of work

1. Description / analysis of the “policy - HTA – policy” loop in Member States and the EU. The study will build on previous European HTA projects. It will include comprehensive review of the contribution of HTA in selected Member States providing an analytical overview of the HTA impact on governance, effectiveness and responsiveness of healthcare systems and ultimately health.

2. Review of the demands to HTA organisations from healthcare policy makers in selected Member States and EU (to be done with health services research institutions that are APs in the project). To build upon the results of the ECHTA/ECAHI project. 3. EUnetHTA Analysis of relevant parallel regulatory and policy processes in the EU. In order for HTA to feed into health policy processes in a timely and optimal way, clarity on coordination and division of work should be sought with the regulatory mechanisms in relation to pharmaceuticals (EMEA).

4. Development of an open, extensive EUnetHTA Forum for exchange of views, expectations and feedback on HTA with HTA stakeholders (from industry to health care consumers, regulatory bodies and government).

Deliverables

1.  A book describing (a)    the policy structures and policy processes related to the production and use of HTAs in policy making in selected Member States and the EU (Update and extension of the HTA Europe Project). (b)   the demands to HTA from health care and clinical policy makers in Member States and the EU (c)    possibly the actual handling of EUnetHTA prototype HTA in Member States and in the EU, alternatively published separately

2. The establishment of a EUnetHTA stakeholder Forum with stakeholder conference Closely coordinated with neighbouring WPs - especially WP4, WP5, and WP7 and with WP2.
